ZC swap - what should I do here?

Hi, All -
I'm finishing part swapping on my ZC engine swap for my '91 EF. This component on the back side of the intake manifold has me stymied at the moment. Obviously, what was there before didn't need two bolts. The center hole is open to the manifold. I'm not well enough versed in Honda to even identify the component's function. Should I just drill and tap another hole? Any advice is much appreciated, thanks!

the part you have in your hand is the Fast Idle Control Valve on the D16A6 - most DOHC ZCs don't have a FICV, however, it looks like you could just drill and tap a hole for the second bolt and mount the FICV - the FICV only works when the ambient air temp is below 14*F (-10*C) and just boosts the idle slightly
