Your o2 sensor or sensors help the ecu determine air/fuel ratio and how much fuel is needed or not needed if you run with out them your ecu is in open loop and running on a default fuel table. When this happens you get horrible gas mileage because your running super rich and loss in performance...

Obd2 to obd1 jumper conversion harness rywire sells them if you google it I'm sure you will find a few different places to get it from.

It could be tps, vacuum leak. I had a friend with the same problem and he went through the Iacv and everything and he ended up forgetting to tighten down the Intake mani. Good luck.
