try looking at the apex n1 cat back exhaust they are not loud at all you can probably find one on ebay for a good price just moke sure it is apex and not some cheap look alike.
you will hang in there with them but most likely you will end up losing (no offense) with the quarter mile time there is no way to tell you what you would run people drive different

the civic si is a great car being that it has to be a 99 or 00 it should not have anything wrong with it mileage should be low too but yeah i would reccommend it to you
go with the swap i say b18c if you like vtec b18b if you don't and then after that if you still want to turbo that i think you would be better off in the long run plus you would have fewer miles on the motor
