Yea, get an OBD1 b16a2 ECU and have it chipped to 8800 redline, and use all OBD1 stuff. The motor is OBD2, bring it down to OBD1. It won't have quite 200hp but it'll be close.
if theres no Vtec you should be throwing a code, check you Vtec sol., your oil pressure switch, and other connections. No weird noises or anything when vtec should kick in?? try messing with your ignition timing and see what the car does at both extremes, fully retarded.....fully advanced
your Z28 runs better than 13's???? I thought the SS's only ran that fast? Anyway, yea if you want to run faster than that you can get a fuel management system such as APEXi or Greddy or Hondata, and run high boost(12-15psi) Get the car tuned and you'll be faster, especcially in the top end area...

T25 from a DSM eclipse or Volvo. pretty cheap, look onEbay or at a DSM junkyard.
fuel management= go get an SAFC from APEXI it controls fuel curve, ignition timing and everything to keep it fro blowing up. If you just want a fast car that is reliable then don't run high boost. 6-9psi will be...

You CAN use your ECU with a Vtec controller but I highly recommend you get an OBDO PR3 ECU from an 88-91 B16a. mounts are useless, and I really would not put that head on there. That's too much work for a motor that's bottom end should not be reved past 7000, unless it's got atleast shot-peened...
code 10 sounds like you didn't do the wiring exactly right. and code 20...... hmm could be a bad altenator or battery. you could try grounding better but I doubt that will help.
