    wow your killing me here.... just use the ecu that works and buy a vtec controller. they make jumper harness' for your stock wiring/ecu so you dont even have to have it installed, you can do it yourself via plug-n-play. get a vafcI or II. Not sure if NEO will work though not much experience...

    check your distributor, cap and rotor. as well as the plugs and wires. replace all and make sure your running the right dizzy for your motor/ecu. most likely its something stupid, vacuum leaks, wiring issues. take it to a tuner if all else fails.
