Turning the inner tie rods will not hurt anything. They are a ball-in-socket design that is intended to rotate. Assuming ofcourse that you arent unscrewing the tie rod from the rack. Spinning the inner will also not affect your toe adjustment at all.

NoX is caused by high combustion chamber temperatures, usually a misfire like you described will accompany it. The easiest fix on a carb car is to retard the timing a bit. Try to lean it out a bit as well, but if you go too far youll make NoX even higher. That bad EGR that you can longer get...
P.S. wheel locks arent really a deterrent at all. I own a great set of sockets that will get your wheel locks off almost as fast as using a normal socket on your 19mm lugnuts.
you can try to drill out the cotter pin from the hole. as far as ive ever seen the uppers on hondas are not servicable, they typically come as a complete control arm. now would be a good time to upgrade to some Skunk2 upper control arms. the ball joints in those control are servicable.
