You can get diverter valves from the Volkswagen dealerships. My brother uses one, it's really quiet, don't think it gets much quieter than that.

I know that my TB has some build-up of some whitish clear stuff in some of the ports (like the idle and ones that go to sensors) and I think it's causing a whistle. I think this because it has whistled when I had the old GSR intake manifold and it still makes the same whistle with the skunk2...
