    NOOOOOOOOOOOOOOOOOOOO it is not. any JDM swap is no longer legal in CA, unless you are simply replacing the USDM equivalent... even if you downgrade for some reason (i.e. b18-b16), it wont pass the ref anymore, NO granddaddy clause. I think this started about two weeks ago, theres a thread...
