16 ECU Flashes of Evil - Help!!

I got a 90 civic with the amber check engine light on. I’m getting a 16 flash code from my ECU. What is happen is at low RPM or idle it seems to run good but when I start to raise the RPM’s up to about 2000-2500 the engine starts to cut out. The best way to explain this in words is it acts like it’s up against a Rev-Limiter but at slower rhythm.

I have changed the fuel filter.
I have gauged the fuel PSI at 41 PSI w/ the pressure regulator disconnected
I have changed the entire fuel injection throttle body w/ infectors (because I could)
I pinned out the main relay. It passed testing.

I’m running out of ideas… I’m a HD diesel tech and this LD gas crap got my pissed off…lol

No the girl in the pic is not me; she’s just hot as hell!!!!
 
The book says that the Fuel pressure should range from 35-41 PSI. So are you telling me the book is wrong???

As for the pic .. I guess it did not load...
 
This problem is hunting me... If you have the slightest idea what might be causing the problem plz post it....

well i have a check engine code book and it says for a 16 code it is. !^_ FUEL INJECTOR CIRCUIT FAULT.. check wiring harness. az
