Help civic won't start!!

I have a 91 lx civic I'm selling it and it's been sitting for about 3 weeks and won't start its getting spark but it dosen't seem like its getting fuel so I checked the ecu and I got 16 short blinks and I know a 16 ussally means its a fuel injector code but thats if its 10 long and 6 short if anybody knows or has any ideas why I'm getting this code or it won't start awnsers will be appreciated

I'm not sure and I'm not sure how to tell if it is coming on? It's weird because the car was running just fine 3 weeks ago I just drove it because I bought a new car (99' civic ex)

Is it cranking? If it isnt, check your battery and starter. If it is, check for spark, and check for fuel.

Check the fuel pump, and filters associated with the fuel system. See what that does...
