How do Scanners work???

Can anybody explain to me how street racers use scanners to keep themselves safe from cops??? Are they reliable?

yeah they're reliable but the extra weight plus the drag by the antenna will slow down your ET Y0.

I heard from my cousin there are hand helds.

Isn't the dispatcher in the center of the city??? What about nearby cops in the area your racing??
