Lights don't come up

My buddy has a 90 or 91 Si Prelude. The other day he went to go clean off the car from the snow he got and everything was fine. The next morning he went to go use the car for work and his headlights wouldn't flip up--they turned on but didn't flip up.

Where do I start?

Get a big ass pry bar and make them open! Perhaps they were frozen?
