oil on #3 spark plug

i pulled my spark plugs and there was oil on my 1st and 3rd spark plug, not alot but they were wet
could it be a bad valve seal or bad piston rings?
as you know im rebuilding the block. just want to make sure the head is not fowled

dumb question, but was the oil on the tip (inside engine) or on the shaft (outside engine), it may just be your valve cover grommets. . .
Otherwise, take blanco's advise and leak it down.

the threads and about a 1/4" up were wet but the rest wasnt
leakdown on the head or block.. or both
