prob scam. esp no sales tax bit.
but sometimes high schools will get donated cars (tax write-off) and fix them and sell them for parts cost. this teacher bought a nsx w/ bad paint for 3g$. that school is working on a chevy small-block bmw right now. they had a rwd celica convert i was gonna buy but they deemed it too rusty to fix (they focus on mechanical not body work). they also had an awd turbo impulse ($800) and svx ($900) i woulda bought but i wasn't fast enough. and these cars are good to go, not junk after they work on them.
or sometimes the schools will fix ur car labor free if it matches their curriculum by young mechanics-to-be supervised (at your own risk) [had a shop that was willing to fix my crank-walked dsm]. call ur local schools or cruise the parking lots. all those cars by the auto shop aren't student/teacher cars. bet the school you went to did the same. maybe just a virginia thing. i've seen it in 2 different cities and counties here. in virginia at least they can't legally charge for the labor, maybe cuz the kids or donation status. they usually have 5 at any given time, usually boring sedans and such.
