My question is why did the DHS get involved??? I mean really sharing Episode III is now a terrorist act? I dont get it.

Probably because they had ep. 3 up before it even came out in theaters and because it was probably being downloaded across international borders. Which means they were distributing it worldwide and that is a big no-no.
