96-98 and 99-00 civic body parts....

I know the front bumpers are different but is that all? Do the 99-00 fenders fit on a 98 civic and match up with the front bumper and hood? I am planning on redoing my whole front clip.... I have a lower type-r lip for a 00 bumper which means I need a front bumper from a 00. Should I order the 96-98 or 99-00 body kit fenders and hood? Basically I need to know if these parts mix and match.

to switch from a 96-98 to a 99-00 you'll need everything, hood, grille, bumper, fenders, headlights.

well... you might be able to get away with the fenders... but I'm not sure, I just know the grille headlights hood and bumper is different.
