When I drive down the road my head lights and dash lights flicker and I can guess its a short of some kind but I don't even know where to start looking.
 
Flickering? Can you be a little more descriptive?

At first glance this seems like it could be something simple - maybe a bad/loose ground or connection. Does the car only do it while running? If so, could be an indication of an alternator on the way out.
 
Stary by checking every single grounding point. There are a few under the dash and under the hood.
 
I will have to look for the ones under the dash. When I am going down the road they dim even more than what the dim lights are and it flickers between that and the normal level of brightness. Not just headlights but dash lights as well.
 
Hey, before you go chasing shorts and grounds, what's the voltage out of the alternator? At the battery? At the head lights? At your dash lights and at the fuse box?
