electric issues 91 civic mini me

I was checking the timing after my swap the ground wire touched something now all has gone haywire dash is with no key lights wont go on heater fan wont work clicking on pass. dr. ecu blinks 20 times can anyone explain thx.

Blown fuse. Check both fuse boxes (Under the hood and under the dash).
