Is a b20 swap illegal in California?

as an alternative to the b20, could I just get an ODB1 B18b motor and get it bored out to 84mm basically making it an ODB1 b20. It should still pass inspection b/c it'll have b18b stamped on it?
 
Do you know if it would still pass california emissions standard with a set of 403's in the above mentioned setup? or does that come down to proper tuning?
 
I'd probably sleeve it just to be safe, but I suppose you could do either...
 
The blown head gasket...

As an aside, and this is not intended as a thread jack but I have found something in the Honda world that has become a sort of ongoing comedy for me. The mention of sleeving blocks prompted my brain. I will summarize with this:

For sale:
Honda/Acura (insert make/year).
Cheap price.
Blown head gasket.
Turbo (fill in list of turbo blah blah that paints a conspicuous picture of a bone stock block that more that likely was boosted to death).

The bolt on horsepower world amuses me so...
