I swapped a b16a2 into a 1997 civic ex everything is hooked up correctly but motor turns over and wont start? Any one knows where to start trouble shooting?

sounds like maybe your firing order could be wrong cause it is possible or a valve lash could be to tight. check compression in all cylanders
Rough running and pop noises could be coming from bad timing, check that as well. My Supra's timing is off a bit right now and it likes to pop and crackle, comes from the valves not being fully closed during the spark.
Valve lash means the amount of space between the rocker assembly and the top of the valve. Too loose and it rattles like crazy, too tight and its going to affect the amount of lift the cam is giving and general cause a ton of friction and wear. Make sure your valve lash is set correctly, its a pretty easy job just be patient about it.
yea see im thinking its the timing, because it is studdering, im taking it to a shop to get timing belt and water pump replaced since i didnt do that when the motor was out. didnt have the tools for the underdrive pulley. i did a really clean no CEL swap so it has to be something with timing. compression checks were good.could also be off a tooth... first time i did my timing i was 2 teeth off and it studdered really bad and ran like shit.. had no power check it out
