low beams not working?

my freind is trying to get his 88 crx si inspected but liek the title says only the hi beams work... is this gonna be an easy fix? ive done quite a bit of work but have no idea where to start on this one... thx in advance...

Start with the basics: check the filaments on the bulbs, check the fuse, look at the wires going to the lights, try a new switch.
