Question on Distributor

I have spark on all four cylinders the timing belt is in time. Even though I have spark can the timing mechanism in the distributor be off?

Just a bit of background the car is a 1994 Honda Civic with 175,000 mile on it. Any help is much appreciated. Thanks!

Yes. If you removed it from the motor you can turn the shaft 180 off and it will fire out of time.
