TPS reading adjustment need help !

Hi,
Need help on the correction of the TPS reading adjustment.
Car data :-
Honda Civic B16A2 SiR II JDM 92-95
ECU P30-37820-000 (EPROM CHIPPED : SPOON/MUGEN/FEEL`S )
Manual transmission c/w LSD g/b .

 I had gone throught many forums/hondata.com & others regarding the TPS reading adjustment .
A. Hondata.com said the TPS reading must be 0.45V (TB fully closed)
-if >0.45V the ECU think is a close routine loop all the way .
-if <0.45V the ECU think is a open loop and respond slower even the TB open .
-Don’t care what the reading of TB to ECU when the TB fully open .
B. Many forums said the TPS reading must be 0.5V (TB fully closed)
-Don’t care what the reading of TB to ECU when the TB fully open.
 So , my question is , actually which one to follow ? Why are there 0.45V or 0.5V ?
 2nd , I found out that when you adjust the TPS during only ignition key switch ON (car engine not started) , the TPS reading was set to 0.45V , OK. But when you start you car engine the TPS reading fall to 0.35V , how come ? So actually which one to follow ?
 TB fully closed mean , isnt release the TB cable stopper screw then lets the TB blade fully closed then adjust the TB cable stopper screw until touch the TB blade ,then tighten the TB cable stopper screw , correct me if I am wrong . thanks .
