i gotta 1994 integra ls swap with b16 tranny non-vtec and i need to know the smartest/ cheapest way toconvert it to vteccccccccc. please help

Search "LS/VTEC" conversion. It won't last long if you don't beef up the bottom end though.

"Smartest" and "cheapest" are not necessarily mutually exclusive, but as a general rule what's smartest isn't usually what's cheapest...

ok well whats the smartest and whats the cheapest
Cheapest = Buy a head, buy a headgasket, install it, and run a switch for VTEC
Smartest = Buy a head, buy an LS/VTEC conversion kit, buy an ECU and get it chipped and tuned to properly run a VTEC engine, etc.
The first engine will probably blow up. The second engine could last a long time depending on how well it's put together...
