Do what I did. Turbo it. I get 221HP & 220TQ @ just 6 PSI on a dynapack dyno. And this is with a cat on a 2.5" Apexi exhaust w/ a Hondata S300. Once I switch to 3" I will up boost to 8 PSI and most likely get another 20-30 HP :)
Check eBay. You can get an 37820P13A12 obd2 ecu without the immobilizer for about $400. I am actually going through exact same deal right now. I have a 98 civic with jdm h22 that I need to convert to odb2 ecu for the DQ station. They don't do a sniff test.. they just wait for that green light...

I have a jdm H22A in my '98 Civic. It has a modified RevHard turbo kit w/ a Hondata S300. If you want to go turbo. Get the S300, a good turbo kit and get it professionally tuned. Otherwise you will jsut blow it up. :)
