the swap should include all the things that you have mentioned. maybe the best thing to do would be to email HMO and ask them, as I'm sure they could answer your questions for exact then any of us could.

As for your question.... in order to make the h22 work you will need:
H22 shifter assembly and linkage *must modify your vehicle to mount the assembly*
Custom motor mounts (Hasport, HPC, etc...)
Custom axles (prelude inner, integra outer)

I guess it kinda depends on what you consider cheap. You could definitely do the VTEC head on your SOHC, or you could look at an LS/VTEC, or a b16. What is your budget?
If you want to run 12s for cheap, buy a 1G DSM (Eclipse, Talon), put a boost controller, exhaust, a fuel pump, and a 16G turbo on it..... run 12s and break down every 400 miles.
Yeah I would start at something like 6lbs and then do some datalogging... checking your a/f ratio, and if you're getting any knock, and tune, and change things from there.
For a turbo application the bigger the exhaust the better..... within reason. You definitely wouldn't wan tto go any smaller then 2.5", but I would go with 3".
