97 civic hatch with b16a2 idle problems...

i have a 1997 civic hatchback with a b16a2 swap. using the stock harness with obd2-obd1 jumper harness and a p72 gs-r ecu. my idle surges pretty badly and will surge so low that it shuts down. I am thinking its the TPS (throttle position sensor). Could it be something else? any help would be great. thanks

no check engine light on. BUT i looked at the motor today and saw that there is a line that runs out of the rear of the head (kinda buy valve cover). looks like a little metal hose like thing for a vacuum line or something. anyhow there isnt anything on it its just open. also, the aftermarket intake also has a hole for a vacuum line which is not closed either =/
