am i hitting vtec if my speedometer is not working

i have a del sol 97 swap a first gen b16a w/ 97 gsr tranny, but is too slow , it was faster with sohc vtec , someone told me i wasn't hitting vtec because my speedometer is not working. i would apreciate any comments
