i have a 1998 civic cx hatchback,
ill be putting in a b18b with a p75 ecu,

the dealer said he would give me the wiring harness for the b18b, but do i need it??
or can i just use my old wiring harness from my old motor and hook it up to the ecu..........

You have to use your Civic harness, and wire it up to the LS engine.

Also, what year P75 ecu are you getting? Make sure it is a 96-99 version, and not a 00-01, otherwise you will not be able to plug in your ecu.

If you are getting a OBD1 LS P75 ecu, then you will need an OBD2-1 adapter.
