D16 Build and Turbo

So - I'm no car expert, and I'm not a rich man. First of all should I start with a D16 with less miles or would it be ok to use the one i already have and just rebuild. if so on the rebuild side then what can/should i do to prep it for a turbo kit. i'm only looking to boost up to 7psi.

You shouldn't really need to do much for 7 PSI (although PSI is relevant to the size of the turbo being used). A stock rebuild should be fine. I'd use ARP hardware just for some extra insurance...
