If you are asking the question - i'd have to say not necessarily........ That's a question you'd need to ask whoever is doing the assembly. Sometimes it means just the short block, other times the long block, sometimes it means electronics and whole 9 yards. I'd ask the person what it means to them. Don't get burnt!

its a pretty vague saying. It all depends on who said it and their idea of what it means.
