That's torque wrench. A breaker bar is bascially a 2-3' piece of pipe slipped over the end of a wrench/ratchet to give you more torque on a bolt

no, this is a trq wrench...
This is used to tighten a bolt to a certian spec, and is pretty much only used to tighten stuff up, NEVER to break things loose (simply because a trq wrench cost anywere between $50-200, and most of the time do not have lifetime warrenties like other tools)
This is a Breaker Bar.
This is used to break stubburn bolts loose. It is not ratcheting, because if it was, then the ratching mechainism would brake under the extreme trq. A good braker bar can take upwards of 500+ftlbs.
A CHEATER bar is a strong pipe that you slip over a breaker bar to give you more leverage. Remember, the equation for Torque = Force X Radius. If all you can apply is 100lbs of force, a 1 ft breakerbar will deliver 100ftlbs. A 10 ft cheater bar with 100lbs will deliver 1,000ftlbs.
