It's called skating with your head down/not looking where you're skating. Most players learn to not do this when they are teenagers if not younger. I learned at around 13/14.
I played from when I was 6 until after I was 18. #1 Rule: Keep your head up. It's not dirty, it's not sneaky, it's not against the rules. It's hockey. I would rather check someone like that than score a goal.
