sry but another idle ??

i put my 1998ls eninge into my civic hatch
and if i hold the idle anywhere between 1000 and 3000rpm the idle goes up and down about 300 or so,

anyone know why that is........................

i dnt think its a vac. line , im pretty sure i got all those
