tps adjust

So ive been tryng to adjust my tps, with WOT I adjust to 4.5v, however with closed throttle body I get 0.75ish +- 0.01. In some tps adjusting articles ive read that idle screw is used to adjust tps at closed position, but my screw is lose all the way, and if I try to tighten it, it only goes up.

I have blox 68mm throttle body.
Car is bogging out because of that -_-

Well changing the trottle boddie can mean you need a tune to make the ecu happy.... best way to do it... another way is to get a longer screw and some small washers to take up the space needed to tighten it down
