underhood fuse box different?

is the fuse/relay box under the hood different between a obd2a and obd2b civic?

as far as I know the only difference is that obd2b uses the small fuses

why is it that when i used an obd2b harness in my obd2a civic, that my a/c compressor and my 2 fans act up? must be something different between the two, right?
