V-TEC AFC

i have a question. my vtec afc is intalled but when i hit 4000 rpm the rev limiter kicks in what could the problem be and one more thing what is VTM? thanks guys really need ur help.

who installed it?

the vtm wire is what sends the signal to engage/disengage the VTEC solenoid
