vtec not working right

I just got a '95 Civic with a b18c1 in it & I don't think my vtec is working right. It seems to not come on until 6000-6500rpm. Isn't it suposed to pop @ 4500rpm? I don't know much about hondas so any help would be great.

It depends what vtec is set too. The ecu could be set high, or you could be low on oil, or your solenoid could have a leak, or your oil pan could be dented causing poor oil pressure, etc.
