If you can't remember or don't know when your fuel filter was last changed, it's probably time for a new one. The limited flow allowed by an old fuel filter may be fine for the fuel demand at idle, but at higher RPMs, the fuel demand is too great, thus bogging down your engine.

Check two additional things. For the dash lights, make sure the red/black wire has continuity from your light switch all the way to your radio. For the no start, check the clutch (MT) or neutral (AT) switch.

I have a P28 and the car won't start. I have checked all four grounds and get 0 ohms resistance. I have 11.78v at the Blue/White (D1) and at both Yellow/Black (A25 & B1). As far as I know, this ECU is good. Someone please tell me I have something yet to check.
