Is rice bad ?

Rice to me are the cars for example: A sunfire i saw the other day that had mismatched coloured doors, primered huge front bumper and hood with fake hood scoop. Stock rusting rockers, stock rear bumper and loud loud huge can.
I'm very picky about how my cars look, i hate body damage, rust and mismatching. If i were him id wait and save up the money to either get the whole body kit and put it on at once or paint the car all at once. I respect most peoples "unique" mods to their cars, or lack of. Not my place to judge but my god, a car should be a thing of beauty not a monster waking me up at night driving by hit its 6,500 rpm rev limiter.
