Some tires (especially performance tires) have a directional tread. They're only supposed to face one way when mounted on the car. Those tires look like they should be facing the opposite direction...
those are on bacwads ..the water in the center channels out via te(fork) in the tread
but instead this guy is actually cannelling water to the center,,,begging to hydroplane

look at the tread pattern,,you see the "v" in the tread???
well the bottom or the "point" is supposed to fave forward,so when the wheel spins it traps the water from the middle and disperses it outward from underneath the tire,
enhancing grip;)
 
It is called a directional tire. It does happen all the time. Some tires appear to be directional and are actually not. So, unless you can ID the pattern from that picture, it's tough to say.
