Pressure ratio. Without the inertial force of the drivetrain, your pressure ratio is too large to build boost. Like trying to inflate a tire, the larger disparity between the original pressure (exhaust manifold) and the secondary pressure (intake manifold), the more difficult it is to make boost. Your manifold has a lot to do with that, along with the size of your turbo and cam profile.
