99 Head 94 Block?

no. distributor is definately not the same

physically, it will bolt on no problem.
the obd2 also has a pcv valve in the valve cover that the obd1 ls doesn't have. it has a breather on the back of the block instead. you might have to epoxy/close up that hole.
as for wiring, you will need to swap some plugs, and use your obd1 ijectors/computer/dizzy/altenator.
