Turbo. A rebuild with forged pistons, rods, .5mm overbore, and a good turbo setup will cost you less money and stress than an h22. To me, an H22a would make me go , more than a turbo setup, just because it takes a LOT more work to actually drop an H22 into a teg. But I think the turbo would be more economical, and would definitely be more versatile, and give you more options.
Thanks for everyone's votes. The results are in and turbo is the way to go. Now I just need to figure out how much this is going to cost for the whole package and start budgeting
