Fair price?

So I'm looking at picking up a set of wheels/tires from a guy. The setup is black 15" slipstreams with 2 Falken drag radials and 2 Falken summers. The guy claims everything has under 1000 miles on it, its all mint, and there have been zero passes on the drag radials. He's asking $400, do you guys feel this is a fair price?

yeah, it's a good price. they should be going for $500+ so it's a pretty good deal.
