Lowering Springs Too Short????

Just went to install lowering springs my son purchased (Drop Zone-94 GSR), on the new front shocks (Tokico HP) and the springs at least a half inch away from contacting the spring hat. I mean it's not even close. Now I've reviewed a couple articles on making this install, and checked a few vendor sites, and haven't seen anything like this happen. I'm not aware of a "short" shock for lowering applications (unlike trucks). WHAT GIVES? Anyone else have this happen? Is this a spring issue? Aaaaaggh.
 
What a newbie.....maybe I should look at all the parts in the box before I phreak.....front springs are longer than rears. Live and learn
