obd1 gsr into obd2 integra ls

Just dropped obd1 gsr into obd2 integra ls. used obd1 ecu with converter harness. have never used car bought as a shell. engine will not spin over. clicks in dash when key is rotated but starter will not engage or even click. also something funny about dash lights. all engine lights like oil and charging are real dim while abs and other lights are bright. engine grounds are on and tight? any thoughts would be appreciated.

I dont even have an engine ground and I dont have this problem so it most likely wont be it, i have the same swap obd1 gsr into obd2 shell, everything worked great as soon as i swapped it, and it was my 1st swap in my life. check your harness everywhere i guess
