The blue wire that's paired with the power wire (Black with yellow stripe) on the distributor gives off the rpm signal and that wire goes to the ICM. When you changed the ICM you probably didn't tighten the screw for the wire down enough or you didn't tighten the ICM itself down enough. Go check it again. It might be tight but that shit needs to be super-de-duper tight. Use all your strength tighten all the screws down but not so far as to strip the heads on the screws...
