Well, mechanically you could fabricate a gear that will compensate for the tire size, but unless you change the mechanism that moves the guage, I don't see how else.
Why would you ant to do all of that work. just get a rim & tire set up at the same size. you'll only be off by 1 or 2 MPH. Why do all that and them have to do it again when you change your rims. Rims size doesn't matter it's the overall diameter of the rim and tire together.
