i want o swap a h22a into my 99 civic cpe but need to know any problems that might occur and also if i could still hav power steering and A/C

There are really not any problems with the swap it's just knowing what to get and if you want to spend the extra money that you wouldnt spend doing a non H swap. JDMSHIT.COM has the mounts for your swap and they have a set with an A/C bracket that you can use to keep you civic A/C. Just do some research and you should be able to find everything yo need to get you on your way. Good luck!
